The traffic regulating instrument 1 further includes a fluorescent paint 15 on the inner surfaces of the recesses 13, 14 on the bottom surface 10 of the pedestal part 2. The fluorescent paint 15 on the inner surfaces of the recesses 13, 14 on the bottom surface 10 does not rub or peel off even with friction with a road surface. If the traffic regulating instrument falls over, the fluorescent paint 15 on the inner surfaces of the recesses 13, 14 on the bottom surface 10 is reflected, allowing visibility to be ensured.SELECTED DRAWING: Figure 1
