To provide a vehicle control system, a vehicle control device, and a vehicle control program capable of turning on/off a smart key function without using positional information on a user.SOLUTION: A vehicle control system includes: an entry/exit management device including a first processor which detects the entry/exit of a user getting on a vehicle into/from a facility and outputs to a server device a first signal showing the entry of the user into the facility and a second signal showing the exit of the user from the facility; and the server device including a second processor having hardware which outputs to the vehicle a third signal for stopping a smart key function of the vehicle so as to prohibit unlocking of a door of the vehicle by radio communication when acquiring the first signal, and outputs to the vehicle a fourth signal for setting the smart key function of the vehicle so as to permit unlocking of the door of the vehicle by radio communication when acquiring the second signal.SELECTED DRAWING: Figure 2
