To provide a vehicle controlling device, a vehicle controlling method, and a program for controlling a vehicle which enables not only a registered user but also other passengers to enter a vehicle.SOLUTION: A vehicle controlling device 10 includes: a non-registered user facial image obtaining unit 16 which obtains a non-registered user facial image which is a facial image of a non-registered user when a non-registered user boarding detecting unit 15 detects that the non-registered user has boarded a vehicle 1; and a vehicle entry controlling unit 18 which operates to bring the vehicle 1 to a first entry enabled state when a level of matching between a user candidate facial image obtained by a user candidate facial image obtaining unit 14 and the non-registered user facial image becomes equal to or higher than a first determination level before a certain amount of time elapses after the non-registered user boarding detecting unit 15 detects that the non-registered user has boarded the vehicle.SELECTED DRAWING: Figure 2
