To provide a cooling wind introducing device by which dust accumulation and attachment can be reduced and an operation of a chlorine bypass facility can be stabilized.SOLUTION: A cooling wind introducing device 10 introduces a cooling wind so as to flow along a circumferential direction of a side surface of an extraction steam pipe 12 of a chlorine bypass facility 100. The cooling wind introducing device 10 includes a wind direction control part 11 that controls a wind direction of the cooling wind by changing an introduction direction of cooling gas introduced into the extraction steam pipe 12.SELECTED DRAWING: Figure 1
