To provide a protective plate and a start controller capable of protecting a finger of an operator from being pinched with a blocking bar.SOLUTION: A protective plate for a start controller comprises a main body part, and a blocking bar having a bar main body part and an arm movable part, and a side surface of the arm movable part is provided with: an attachment part capable of being attached to the side surface facing an opposite direction with respect to the main body part in a state where the blocking bar protrudes into the lane; and a protection part extending in an axial direction in which the axis further extends than the arm movable part and covering at least a part of the side surface when the attachment part is attached to the side surface.SELECTED DRAWING: Figure 7
