To provide a foundation forming method and foundation structure that can improve workability while ensuring the anchor effect.SOLUTION: A foundation forming method for forming a floor surface and fixing an installed object to be provided on the floor surface includes the steps of: providing a grounding part that is arranged at a position along the floor surface; providing a fixing member, which can fix the installed object, on a lower surface side of the grounding part; providing a plate-like member, which extends in a direction intersecting the vertical direction, on a lower part of a rod-like member extending in the vertical direction in a non-movable manner; connecting an upper part of the rod-like member to a lower part of the fixing member; and pouring concrete to a predetermined floor surface height.SELECTED DRAWING: Figure 5
