To solve the problem that it is necessary to more precisely determine whether a travel path where a moving body such as a vehicle travels deteriorates when diagnosing deterioration of the travel path.SOLUTION: A deterioration diagnostic device comprises: photographic image acquisition means which acquires a photographic image from a photographic device provided on a moving body traveling on a road surface and photographing the road surface; photographic image extraction means which extracts a photographic image taken in the night with the road surface illuminated from the acquired photographic image; and deterioration diagnostic means which uses the extracted photographic image to diagnose whether the road surface deteriorates.SELECTED DRAWING: Figure 1
