The component (A): alkali thickening polymer and the component (B): a copolymer comprising a specific monomer (1b) having an alkyleneoxy group in an average addition molar number of 10 or more and 150 or less, a monomer (2b) being a specific phosphate monoester, and a monomer (3b) being a specific phosphate diester as constituent monomers.SELECTED DRAWING: None
