To reduce the man-hours for measuring the cutting depth of a road surface.SOLUTION: A cutting depth measurement device 100 for measuring the cutting depth of a road surface comprises: a frame 120; traveling wheels 140 fixed to the underside of the frame 120; a measuring wheel 160 fixed so that it can move up and down with respect to the frame 120; and a displacement sensor 180 for measuring the amount of vertical displacement of the measuring wheel 160. The traveling wheels 140 travel on an uncut road surface RD1, while the measuring wheel 160 travels on a cut road surface RD2. The cutting depth measurement device 100 is used in the cutting depth measurement method. With the traveling wheels 140 traveled on the uncut road surface RD1, the measuring wheel 160 is traveled on the cutting road surface RD2, and the cutting depth is measured from the amount of displacement measured by the displacement sensor 180.
