To provide a concrete chipping device and concrete chipping method capable of efficiently treating wastewater in a concrete chipping operation in which drainage is generated.SOLUTION: A concrete chipping device includes: a movable vehicle 10; a cover member 20 supported by the vehicle 10; a water jet device 30 supported by the upper part of the cover member 20 and that injects high-pressure water toward an object to be chipped; and a negative pressure device 40 connected to the cover member 20 via a negative pressure hose 21 and that creates a negative pressure in a space formed by the cover member 20 and the object to be chipped.SELECTED DRAWING: Figure 1
