To provide a concrete floor surface finishing device and a concrete floor surface finishing method capable of performing finishing work of a concrete floor surface even under an environment where moisture on the concrete floor surface is easily evaporated.SOLUTION: A concrete floor surface finishing device comprises: a rotary trowel abutting on a concrete floor surface and rotating around a rotary shaft; a driving device for rotationally driving the rotary trowel; a tank for storing liquid; and a spray device formed so that a spray nozzle for discharging the liquid stored in the tank faces the concrete floor surface.SELECTED DRAWING: Figure 2
