To provide an unlocking control device which enables an entrance or gate to be unlocked through biometric authentication of a contractor or the like who enters and exits an institution.SOLUTION: An embodiment comprises: an unlocking permission registration unit, which acquires bio-information of unlocking permittees to be permitted for unlocking, and affiliation identification information for identifying affiliation, and registers the information in an unlocking permission database; a biological information acquisition unit, which acquires bio-information of a determination subject to be subjected to determination of unlocking permission; and an unlocking determination unit, which performs unlocking determination according to the bio-information of the determination subject and the bio-information and affiliation identification information of the unlocking permittees, and performs an unlocking operation if unlocking is permitted.SELECTED DRAWING: Figure 2
