To enable a chargeable parking facility for vehicles such as bicycles, motorcycles and automobiles to be installed at low cost.SOLUTION: In order to eliminate something like a large-scale and "publicly" used fee payment device and enable a mobile terminal such as a smartphone owned by a user to be "privately" used, a temporary keeping system is designed such that, when a bicycle, as one example, enters a parking rack 5, a delivery control unit 11 inserts a lock bar 52 between the spokes of the bicycle's front wheel and automatically captures a front wheel T, and at the time of delivery, a payment device 4 confirms a registered user and a charging account when parking rack number 53 is inputted from a smartphone 3, then, after billing to the charging account, indicates to an unlocking unit 21 of a management device 2 to unlock the parking rack 5 that corresponds to the parking rack number 53.SELECTED DRAWING: Figure 1
【課題】 自転車、自動二輪車、自動車などの車両の有料の駐車設備を、低コストで設置することを可能にする。【解決手段】 大掛かりで「公共的」に使用される料金精算装置のようなものを廃止して、ユーザーが所有するスマートフォンなどの携帯端末を「私的」に使用できるようにすべく、一例自転車用では駐車ラック５に自転車が進入したら、出庫制御部１１が自転車の前輪のスポーク間にロックバー５２を通して前輪Ｔを自動的に捕捉し、出庫時にはスマートフォン３から駐車ラック番号５３を打ち込むことで、精算装置４は登録ユーザーと課金口座とを確認して、ユーザーの課金口座に課金した上で、駐車ラック番号５３に対応する駐車ラック５を開錠させるべく管理装置２の開錠部２１に指令する、一時預かりシステムとした。【選択図】図１
