To provide a cement composition of a moderate-heat portland cement or a low-heat portland cement and a manufacturing method thereof, which can exhibit good initial fluidity and time-dependent fluidity when mixed with a polycarboxylic acid-based admixture, and to provide a hydraulic composition containing the cement composition and the polycarboxylic acid-based admixture.SOLUTION: A cement composition contains a clinker, a gypsum dihydrate, and a gypsum hemihydrate. The clinker is a moderate-heat portland cement clinker or a low-heat portland cement clinker, and has a content of SO3 derived from the gypsum hemihydrate of 0.79 mass% or more and a hemihydration rate of 40% or more to 95% or less.SELECTED DRAWING: None
