To provide a foaming agent for a cement composition capable of obtaining high-strength aerated concrete.SOLUTION: A foaming agent for a cement composition of the present embodiment includes: (A) a sulfate ester salt represented by the general formula (1); (B) an aliphatic alcohol having a carbon number of 8-20, (C) a monoalkylene glycol monoalkyl ether (here, monomethyl ether isobutyl ether is excluded); and (D) a dialkylene glycol monoalkyl ether. In the formula (1), R1 represents an aliphatic hydrocarbon group having a carbon number of 8-20, R2 represents hydrogen atom or methyl group, X represents an alkanol ammonium, and m represents a number of 1.0-5.0.SELECTED DRAWING: None
