To provide an outdoor lighting device and an outdoor lighting system for reducing a burden on an inspector.SOLUTION: An outdoor lighting device 1 is provided with a support post 2, a lighting lamp 3, a surveillance camera 6, and a deterioration detection device. The support post 2 has a support post body 21 with an upper end and a lower end. The support post 2 is installed outdoors. The lighting lamp 3 is held by the support post 2 at the upper-end side of the support post body 21. The surveillance camera 6 is held by the support post 2 on the upper-end side of the support post body 21. The deterioration detection device detects deterioration of the lower end of the support post body 21. The surveillance camera 6 transmits image data of a captured image to the management device. In response to an instruction from the management device, the deterioration detection device performs a deterioration detection operation of detecting the presence or absence of deterioration of the lower end of the support post body 21. The deterioration detection device transmits information indicating a result of the deterioration detection operation to the management device.SELECTED DRAWING: Figure 3
