To provide a device for collecting substances contained in running water which can be manufactured inexpensively and easily, and can collect various fine substances (garbage) in water including microplastics, and a method for collecting substances contained in running water.SOLUTION: A device 1 for collecting substances contained in running water has a cylindrical body portion 10 through which running water passes and collects substances contained in running water. The body portion 10 comprises: an opened surface S1 (hereinafter referred to as "a first opening surface S1") where the running water enters; an opened surface S2 where the running water exits (hereinafter referred to as "a second opening surface S2"); and control plates 11 provided on the first opening surface S1 and the second opening surface S2 so that an area where the running water enters and an area where the running water exits are smaller than an area of the first opening surface S1 and an area of the second opening surface S2.SELECTED DRAWING: Figure 1
