To evaluate the degree of liquefaction while omitting operations to collect data related to the ground.SOLUTION: A liquefaction evaluation model generation device comprises: a data acquisition unit that acquires teacher data that has vibration data for learning indicating a physical amount related to vibration observed in the ground as a question, and liquefaction data for learning indicating the degree of liquefaction occurring in the ground where the vibration related to the vibration data for learning is observed as an answer; and a machine learning execution unit that executes machine learning by using the teacher data and generates a liquefaction evaluation model that is a machine learning model. A liquefaction evaluation device includes: a data acquisition unit that acquires vibration data for inference indicating a physical amount related to vibration observed in the ground; and an inference execution unit that inputs the vibration data for inference to the machine learning model described above, and causes the machine learning model to output liquefaction data for inference indicating the degree of liquefaction occurring in the ground where the vibration related to the vibration data for inference is observed.SELECTED DRAWING: Figure 1
