FLOOD CONTROL METHOD BY BASIN NETWORK OF WATER-FLOW TYPE STORAGE WEIR GROUP AND WATER-FLOW TYPE STORAGE BOX WEIR
To solve the problem that recently, large-scale flood damage in a wide area is generated even though river maintenance is proceeded, and construction of a large-scale flood control measure which is equivalent to or beyond a water-flow type dam that is a dam dedicated to controlling flood at the time of flooding, and prediction of river overflow generation time are needed.SOLUTION: A water amount of flood of a levee outside land sandwiched between levees is enormous. At the time of flooding, the levee outside land is used as only a cross-sectional area of a river. All the levee outside lands of rivers in the basins are regarded as super big storage target areas at the time of flooding, and a water-flow type storage weir group which crosses the levee outside lands and has a storage function is constructed according to the plan. There is provided a flood control method of a flooding area by basin network. The method predicts river overflow generation time of a flooding area from information on a flooding situation of the whole basin and transition of a flood storage limit of each water-flow type storage weir. The prediction largely contributes to safety of lives of residents in the flooding areas.SELECTED DRAWING: Figure 1
【課題】近年、降雨の激甚化で、河川整備を進めても広域で大規模な浸水被害が生じている。洪水時において洪水調節専用ダムである流水型ダム等に匹敵、或いは超える大規模洪水調節対策の構築、及び河川の氾濫発生時刻の予測である。【解決手段】堤防に挟まれている堤外地の洪水量は膨大である。洪水時、堤外地は河積としか利用されていない。これらの流域河川の全堤外地を洪水時の超広大な貯留対象域としてとらえ、堤外地を横断する貯留機能を持つ流水型貯留堰群を計画的に築造する。流域ネットワークによる氾濫域の洪水調節工法である。さらに、流域全体の洪水状況と其々の流水型貯留堰の洪水貯留限界の推移の情報から氾濫域の河川の氾濫発生時刻を予測する。この予測は氾濫域住民の生命の安全に大きく寄与する。【選択図】図1
