To provide reinforcing steel for floor, in which the strength of a floor panel having a hollow portion can be increased, and floor structure.SOLUTION: A reinforcing steel 3 for floor comprises: a reinforcing steel main body 31 insertable into a hollow portion 21 of a floor panel 2; an energizing member 32 provided in the reinforcing steel main body 31; and a pair of end fixing means 35 which fixes each of both ends of the reinforcing steel main body 31 in a longitudinal direction D2 to the floor panel 2. The energizing member 32 is provided between a pair of end fixing means 35 located at both ends in a longitudinal direction D2 of the reinforcing steel main body 31. The energizing member 32 energizes the reinforcing steel main body 31 toward the upper surface 211 in a state in which the energizing member 32 abuts on the lower surface 212 which faces of the upper face surface 211 within the hollow portion 21.SELECTED DRAWING: Figure 2
