To provide an embankment evaluation system and an embankment evaluation method with which it is possible to heighten the accuracy of evaluating embankments.SOLUTION: An embankment evaluation system 1 according to one embodiment comprises: a specific resistance measurement device 10 that has a pair of potential electrodes and a pair of current electrodes for measuring a specific resistance of an embankment B while facing the embankment B; a volume water content measurement device 15 that has a scattering type RI moisture meter 16 for measuring a volume water content of the embankment B while facing the embankment B; and an embankment evaluation item calculation unit 32 that combines the specific resistance of the embankment B measured by the specific resistance measurement device 10 with measurement results from the scattering type RI moisture meter 16 and thereby calculates at least one of a dry density of the embankment B and a moisture ratio of the embankment B.SELECTED DRAWING: Figure 1
