A write unit causes a storage unit to store the target-operation data. If the capacity for recording the target-operation data is insufficient, the write unit overwrites, with the target-operation data, operation data having relatively low priority of operation data stored in the storage unit. A transmission unit transmits, to a management server, the operation data having relatively high priority in the operation data stored in the storage unit with higher priority than the operation data having relatively low priority.SELECTED DRAWING: Figure 1
