To provide a decorative board having an excellent design property and a coating suitability, and a decorative sheet for use in the decorative board.SOLUTION: There is provided a decorative sheet 10 comprising: a sheet base material 1; a picture pattern layer 2 provided on an upper side UP of the sheet base material 1; a first surface protective layer 3 provided on the upper side UP of the picture pattern layer 2; and a second surface protective layer 4 partially provided on the upper side UP of the first surface protective layer 3, including a particle portion 5 formed of synthetic resin beads or an inorganic compound filler, in which an uneven shape is formed on a surface by the particle portion 5. In the particle portion 5, an area ratio to the second surface protective layer 4 in a plan view from the upper side UP is 5% or more and 70% or less.SELECTED DRAWING: Figure 1
