To provide a material that allows an object ground containing a substance inhibiting a hydration reaction to have a desired strength in a stable state, while reducing the discharge of CO2 and elution of hexavalent chromium.SOLUTION: The material for improving ground is stirred with the soil of an object ground to improve the object ground. The material includes a main material mixture containing blast furnace slag and gypsum, and quick lime added to the main material mixture. The blast furnace slag content is 40 mass% or more and 80 mass% or less, the gypsum content is 5 mass% or more and 25 mass% or less, and the quick lime content is 10 mass% or more and 50 mass% or less relative to 100 mass% of the main material mixture.SELECTED DRAWING: Figure 1
