To provide a decorative sheet and a decorative material which can express excellent anti-slip properties and designability, and can suppress reduction of scratch resistance even if the sheet and material are made thinner.SOLUTION: A decorative sheet 10 comprises: an original film layer 14 made of a single-layer film; and a pattern layer 13 which is provided on a rear side of the original film layer 14, and on which a pattern is printed, where protrusion 10a,10b are formed on a front side of the original film layer 14. In the original film layer 14, the protrusions 10b are randomly arranged in a region A that overlaps a first pattern part of the pattern of the pattern layer 13 in a plan view, and the protrusions 10a are regularly arranged in a region B that overlaps a second pattern part of the pattern of the pattern layer 13 different from the first pattern part in a plan view, and furthermore, the original film layer 14 contains transparent thermoplastic resin and nucleating agent.SELECTED DRAWING: Figure 1
