To provide an environmentally friendly water-absorbing treatment material having an excellent porous structure, and having good strength and water absorbency.SOLUTION: A water-absorbing treatment material includes a porous structure. The porous structure is constituted by a part and/or all of tubular fine particles. The water-absorbing treatment material in which the tubular fine particles have pores of the porous structure on the sides is suitably used, for example, as embankments, blocks or mats, and is particularly suitable for use in earthquake-resistant and overflow-resistant bank body structures for disaster prevention.SELECTED DRAWING: Figure 1
