To provide a decorative sheet and a decorative component capable of preventing the deterioration of heat shielding properties.SOLUTION: A decorative sheet 1 comprises: a base material layer 2 formed using a colored polyvinyl chloride resin; a pattern layer 4 laminated on one surface of the base material layer 2; a transparent resin layer 6 laminated on one surface of the pattern layer 4 and formed using a transparent polyvinyl chloride resin; and a surface protective layer 8 laminated on one surface of the transparent resin layer 6. In a measurement of solar reflectance using a spectrophotometer in accordance with JIS K 5602, the solar reflectance in the near-infrared region is 30% or more, and the pattern layer 4 is formed using an organic black pigment or formed without using an inorganic black pigment, and a decorative component 100 comprises: the decorative sheet 1; and a substrate 20 disposed on the other surface side of the base material layer 2.SELECTED DRAWING: Figure 2
