The present invention relates to an eccentrically adjustable double wale to allow an adjustment of a cross-sectional rigidity of a wale installed in a front side of an H-pile; and an adjustment of an eccentricity of a tendon, a temporary retaining wall, and a double wale construction method using the same. The eccentrically adjustable double wale has an end inclined support part (A1), an end horizontal support part (A2), and a stepped connection part (A31, A32) continuously arranged in order, wherein the stepped connection part (A31, A32) is arranged on a lateral tip to allow the connection of the adjacent double wales.
