The present invention provides an organic-inorganic complex composition for protecting the surface of a concrete structure and a method for protecting the surface of a concrete structure using the same, which protects the surface of an exposed concrete structure such as a water-stop and underground structure, a rooftop of a building, an underground parking lot, an outdoor parking lot, a bridge, etc., using an organic-inorganic complex composition for protecting the surface of a concrete structure comprising an inorganic binder and a performance improving agent for surface protection, thereby improving resistance to reflective crack of the lower part of a concrete structure and introducing contraction and expansion by temperature, humidity, etc., at the same time, and capable of moving an assembly with the existing concrete structure.
