According to the present invention, the use of a bolt and a connection steel plate to connect a lower flange to a column in a steel frame girder with a reinforced lower end is significantly reduced; a connection time thereof is reduced; an insertion of a shim plate is facilitated; seismic performance is improved by allowing a connection to the column through a semi-rigid connection; and vibrations are effectively absorbed.
