The present invention relates to a stepped insulating material using a window frame insulation construction method, which comprises: a stepped member forming a stepped portion wherein a cross section is L-shaped and a stepped space; a filling material attached to the stepped space of the stepped member, making a cross section of the stepped member be a hollow box shape, and capable of being attached and detached; felt formed on a surface wherein concrete of the stepped member is deposited, protecting the stepped member from a concrete load, and coupled to the concrete; and a film formed on a surface wherein the stepped member and the filling material are coupled and which a mold is in contact with, and protecting the stepped member and the filling material not to stick to the mold.
