본 발명은 배수성 아스팔트 혼합물을 사용한 표층 시공 및 포장과 관련된 전반적인 문제점을 해결하기 위한 것으로, 배수성 포장 시공 후 물이나 수분의 침투로 인한 파손 또는 동상에 의해 파손이 발생되는 하부 도로의 여러 가지 문제점을 해결할 수 있으며, 기존 중간층 포장 후 표층을 시공하는 시공절차에 따른 작업성 및 개방시간 지연 등의 문제점을 간편하게 배수성 표층의 시공 한번으로 해결할 수 있다. 또한, 배수성능과 저소음 기능 등은 기존의 도로 포장 방법으로 시공된 경우와 동일 또는 더욱 우수하게 유지하면서도 동시에 우수한 방수 성능까지 겸비한 중간층 형태의 불투수성 중간층을 기층과 표층 사이에 효과적으로 형성할 수 있는 포장공법을 제공한다.
