The present invention relates to a dual blocking water sealing device for an intercepting pipeline, which blocks water flowing to construct or repair a settling basin in which a water flowing path is formed in order for the two or more intercepting pipelines to join each other. The dual blocking water sealing device for an intercepting pipeline comprises: a grid-shaped main frame installed to be erect in the intercepting pipeline and the water flowing path on the inner side of a manhole; and at least a blocking sluice installed on the main frame in order for sewage to be blocked. The grid-shaped main frame and the one or more blocking sluices are installed on the inner side of an existing manhole, and the dual intercepting pipeline can be completely sealed. Therefore, the construction and the repair are conveniently conducted by each section. The main frame is elastically fixed to the intercepting pipeline and can be safely used to correspond to physical impaction. A deposit cleaning device cleaning deposits is installed on the front of the main frame so that the blocking sluice can be easily mounted. The sewage is dually blocked on the side of the intercepting pipeline. Even if a wall surface is uneven, the wall can be completely waterproofed.
