Disclosed are a coating film forming device and method, and a coating layer formed thereby. An embodiment of the coating film forming device for automatically stacking a coating layer on a concrete slab or a concrete pavement layer (10) comprises: a movable work vehicle (110); a waterproof coating layer forming unit (120) installed at the foremost position of the work vehicle (110); a fibrous layer forming unit (130) installed behind the waterproof coating layer forming unit (120) on the work vehicle (110); and a roller (140) for spreading a waterproof layer protective cloth installed to be rotated behind the fibrous layer forming unit (130) on the work vehicle (110) while a waterproof layer protective cloth (141) having a predetermined length is wound and stored and spreading the waterproof layer protective cloth (141) on a fibrous layer (30).
