본 발명은 도시에 집중호우가 내려 일정구획에 하수가 집중되면 제어부가 다수 개의 배관을 제어하되, 상기 다수 개의 배관중 일부배관을 막아 하수가 일정구획으로 유입되는 것을 막으며, 배수배관을 개방하여 하수가 일정구획에서 나가도록 제어하는 것으로, 따라서 본 발명은 도시에 집중호우가 내려 일정구획에 하수가 집중되면 제어부가 다수 개의 배관을 제어하되, 상기 다수 개의 배관중 일부배관을 막아 하수가 일정구획으로 유입되는 것을 막으며, 배수배관을 개방하여 하수가 일정구획에서 나가도록 제어함으로써, 일시적으로 빗물이 몰려 도시의 일정구획 또는 전체가 침수되는 것을 방지하여 경제적, 인적손실을 없게 하는 현저한 효과가 있다.
