According to the present invention, a composite composition for repairing and reinforcing concrete comprises: a first additive including 2-3 parts by weight of calcium formate, 2-3 parts by weight of a shrinkage inhibiting agent, 2-3 parts by weight of a gas adsorbent, 2-3 parts by weight of a thermal insulating agent, 0.3-0.4 parts by weight of an antibacterial agent, 0.1-0.3 parts by weight of sodium citrate, 0.1-0.2 parts by weight of sodium carbonate, and 1-2 parts by weight of a dispersant; 1-10 parts by weight of a second additive including one or more compounds selected from the group consisting of monoolein, tricaproin, triolein, and tripropionin; and 1-12 parts by weight of a third additive including a self-assembling organic compound, with respect to 100 parts by weight of a main component including 15-20 wt% of Portland cement, 15-20 wt% of aluminum cement, and 60-70 wt% of silica. According to the present invention, the composite composition for repairing and reinforcing concrete is capable of adsorbing harmful gases such as radon and volatile organic compounds (VOCs).
