본 발명은 도로면 지중에 발열부를 매립 설치하고 도로 주변의 환경 정보를 이용해 도로 결빙이 예상되는 경우, 발열부를 발열시켜 도로 결빙을 방지하기 때문에, 제설, 제빙 작업을 위해 별도의 인력 투입이 필요치 않고, 도로 주변의 환경 정보를 이용해 도로 결빙이 예상되는 경우에만 발열하기 때문에, 제설, 제빙 시, 불필요한 전력 낭비를 줄이는 효과가 있는 발명으로, 발열부(100), 환경 정보 수집부(200), 전력 공급부(300), 제어부(400)를 포함하여 구성되는 것을 특징으로 한다.
