Disclosed is a permanent anchor. The permanent anchor comprises: an anchor body provided with a certain length; an ascending and descending block combined with the anchor body to be able to ascend and descend in the height direction of the anchor body and having a steel wire connected from the ground to a central part or an edge; a link-type movable arm including a first link and a second link, having a first end part of the first link connected to the upper part of the anchor body to be able to rotate, having a first end part of the second link connected to an edge of the ascending and descending block to be able to rotate, and having respective second end parts of the first link and the second link connected to be able to rotate with each other around a hinge pin; and a pressurizing wedge provided on the second end part of the first link or the second link. At least two of the link-type movable arm are arranged in the circumferential direction of the ascending and descending block. When the steel wire is tensioned toward the ground in a boring hole, the ascending and descending block ascends so that the pressurizing wedge can pressurize grout in the boring hole when the link-type movable arm is expanded away from the anchor body. Therefore, provided is a permanent anchor, wherein a pressurizing wedge can be moved easily in a horizontal direction toward grout in a boring hole.
