본 발명은 지중에 매립된 관로 상에 설치된 제수변과 세척용 얼음 슬러시를 이용해 세척 대상 관로를 세척할 수 있어, 간편하게 저 비용으로 효과적으로 관로를 세척할 수 있는 효과를 제공하는 발명으로, 제수변을 이용해 세척 대상 관로로의 물 유입과 세척 대상 관로에서의 물 배출을 차단하는 단계와 물 유입과 물 배출이 차단된 세척 대상 관로를 얼음 슬러시를 이용해 세척하는 단계와 세척 대상 관로의 세척 과정에서 배출된 드레인수를 처리하는 단계를 포함하는 것을 특징으로 한다.
