The present invention relates to an earth retaining temporary structure, a concrete earth plate applied to the same, and a structure for installing a concrete earth plate in an H-pile thereby. Provided are a concrete earth plate manufacturing method comprising a mold panel manufacturing process (C-10), a concrete depositing process (C-20), and a cutting process (C-30) of cutting deposited concrete at a predetermined length, a concrete earth plate wherein both side ends of a PC strand (40) is exposed to the outside of a protrusion portion (33) to be mounted, and a concrete earth plate installation structure installing and constructing a concrete earth plate between H-piles of an earth retaining facility.
