The present invention relates to an air vent of a ship sailing in a region having extremely low temperature; a petroleum and gas drilling related ship; and an equipment of an offshore building and a space where people reside. The integrated-blade-type air vent combined with anti-freezing and heat-exchanging functions for extremely low and high temperatures enables a blade where an air passes in the region having the extremely low and high temperatures have a dual structure to maintain a basic function of the blade which prevents introduction of moistures, rain, salt, and foreign substances in the atmosphere; and enables a refrigerant and heat transfer oil capable of exchanging heat to pass through a flow passage of the dual structure of the blade to enable an anti-freezing function, and the heating function of the bottom surface of the blade in a region having the extremely low temperatures, enabling a cooling function in a region having high temperatures.
