The present invention relates to a composition for coating an alkali reductant of a neutralized and reinforced concrete structure and a manufacturing method thereof. The composition of the present invention can be usefully used as an alkali reductant for repairing and strengthening a reinforced concrete structure or the like, with excellent effects in reducing concrete to alkali and excellent effects in reinforcing strength of rebar and concrete, capable of deeply penetrating ferrite and nitrite to the inside of each structure including rebar and concrete by using iron ions existed in cement.
