The present invention provides a grass-proof seat fixing device having a road kill prevention function. The present invention comprises: a fixing plate (10) where a fixing pin insertion hole (11) to fixate a grass-proof seat with a fixing pin (A) is drilled while being placed on the grass-proof seat (C); a road kill preventing plate (20) extended from one side of the grass-proof seat fixing plate (10) to be tilted upward; and a philodendron blocking protrusion (30) extended from an end of the road kill preventing plate (20) to be bent downward. In terms of effect, the present invention fixates the grass-proof seat with the grass-proof seat fixing plate to prevent weeds from being generated or grown in a periphery of the road and prevents a wild animal from being killed on the road with the road kill preventing plate formed on one side of the grass-seat fixing plate and prevents philodendron climbing over a slope and the grass-proof seat from climbing a guard rail again with the philodendron blocking protrusion.
