The present invention relates to a non-cement binder composition, mortar and concrete comprising the same and, more specifically, to a non-cement binder composition, mortar and concrete comprising the same, which comprises: a raw material including blast furnace slag, fly ash, and metakaolin; fluidized-bed boiler fly ash; a calcium aluminate-based compound; and a powder-type acryl-based emulsion.
