The snow removal operation management device may be configured to: receive weather information and road-related information relating to positions of the plurality of snow removal information collecting devices from the plurality of snow removal information collecting devices through the communication circuit; check a road condition on the basis of the weather information and the road-related information; on the basis of the checked road condition, determine a snow removal region to be snow-removed with priority and a type and an amount of a deicing agent to be distributed onto the determined snow removal region; and through the communication circuit, transmit a control signal related to the snow removal operation including the type and the amount of the deicing agent to be distributed onto the determined snow removal region to at least one snow removal device, among the plurality of snow removal devices, which is located on the determined snow removal region.
