The present disclosure relates to a double-sided soundproof panel having an anti-glare function to prevent glare to nearby residents or vehicle drivers due to light reflected from a soundproof wall because the double-sided soundproof panel is transparent but can prevent light reflection. In one embodiment of the present disclosure, provided is a double-sided soundproof panel having an anti-glare function and comprising a base material layer and anti-glare layers formed on both sides of the base material layer, wherein the anti-glare layers are constituted with a plurality of projections and contain anti-glare particles.
