According to an aspect of the present invention, the construction method for a soil-saving block structure includes: a step of preparing multiple blocks having multiple vertical holes formed to be vertically penetrated; a step of forming a base block layer by inserting a lower end of an anchor fixing pin inserted through the vertical hole into the ground in a fixed depth and anchoring multiple blocks arranged on the ground to the ground; a step of forming a middle block layer piled on the base block layer by inserting an upper end of a block connection pin exposed to the outside through the upper surface of the block forming the base block layer into the vertical hole of the other multiple blocks to correspond to the vertical hole of the other multiple blocks after inserting the block connection pin of a predetermined length into the vertical hole for the block connection pin to correspond to the vertical hole so that a lower end of the connection pin is in contact with an upper end of the anchor fixing pin arranged in the vertical hole of the block forming the base block layer; and a step of piling the other middle block layer on the middle block layer by inserting the upper end of the other block connection pin exposed to the outside through the vertical hole of the block forming the middle block layer into the vertical hole of the other multiple blocks for the upper end of the other block connection pin to correspond to the vertical hole of the other multiple blocks after inserting the other block connection pin into the vertical hole for the other block connection pin to correspond to the vertical hole so that the lower end of the other block connection pin is in contact with the upper end of the block connection pin arranged in the vertical hole of the block forming the middle block layer.
