The present invention uses pipes or horizontal stands (flat iron) that are easily available in rural areas, binds them with piece nails or spikes, and installs the horizontal stands under the pipe rail on both sides rather than the center, thereby reducing discomfort of passing caused by the horizontal stands when people pass.
