The controller configured to control opening and closing of a vehicle window based on a drive force of a motor. The change detector is configured to detect a change in a state of movement of the vehicle window. A drawing detector is configured to detect drawing of a foreign matter by the vehicle window based on a change detected by the change detector. The controller is configured to restrict opening of the vehicle window after the drawing detection.
