The purpose of the invention is to provide a sound absorbing panel and soundproofing wall equipment that can easily improve the soundproofing effect in the high frequency sound range. Provided is a sound absorbing panel 1B that has a sound insulation face opposite to the side of a sound source S and that is provided further above the top most soundproofing panel of a plurality of soundproofing panels layered vertically, wherein the sound absorbing panel is provided with a second external frame body 12 that has a second sound absorbing space 11 therein and that comprises: a pair of vertical frames 15; an upper frame 16 and lower frame 17 that span the top and bottom of the pair of vertical frames 15; and a partition 13, 14 mounted on a sound source side PS and a back face side PB of a rectangle formed by combining the pair of vertical frames, the upper frame, and the lower frame. A sound absorbing material is disposed in the second sound absorbing space 11, and multiple sound through holes 20 are provided in the partitions 13, 14 so as to allow sound to enter and exit between the sound absorbing space and the exterior.
